Francesco Romano, was appointed as NSPA Programme Manager for the Engineering and Construction Programme Office on 1 January 2022. He has more than 25 years of
experience in military infrastructure, civil-military cooperation and NATO projects.
In 1990, he joined the Air Force Academy graduating at the Federico II University in Naples with a Master’s Degree in Civil Engineering. He also holds a Master’s Degree in Airfield Structures, and a Master’s Degree in International Relations and Military Strategic Studies. In addition to other qualifications, Mr. Romano is also fully trained in Prince 2 Practitioner.
Colonel of the Corps of Engineers of the Italian Air Force, Mr. Romano held several positions within Military Units delivering complex military infrastructure, including the direct management of Troop Labour Units. In 2010, he was deployed to Afghanistan as responsible for the implementation and maintenance of the military infrastructure for the Italian contingent in Herat. In the summer of 2014 he was appointed as the Italian Representative to the NATO Investment Committee in NATO HQ Brussels. After a three-year tour as national representative, Mr. Romano was elected Chairman of the Investment Committee in 2017. He joined NSPA in 2020 as Programme Manager for the Programme Office Logistic support to Operation. In January 2022, he was further transferred to his current position as Programme Manager for the Engineering and Construction Programme Office.
