Mr Dinesh Rempling

Mr Rempling has since joining Frontex in Warsaw back in 2017, been at the core of futureproofing European Integrated Border Management – establishing the technical and operational compass for what should be achieved by 2027, as well as setting the investment ambition for capabilities towards 2037. Having also played a key role in operationalising the first-ever uniformed service of the European Union – the Standing Corps – he assumed the role of Director ad interim for the new Capability Transformation Division in 2024. His current responsibilities include delivering turn-key capability solutions to meet the operational needs of today and fostering systematic innovation to meet the requirements of tomorrow. Furthermore, he is responsible for developing key enablers such as capability concepts, technical standards and resource management systems. Holding a Master of Science degree in Electrical Engineering, he began his career in 2001 at the Swedish Defence Materiel Administration in Stockholm, responsible for the electrical systems for all new-builds and upgrades of ships, submarines and amphibious craft. He also led research projects on novel energy and propulsion systems and represented Sweden in expert forums within NATO, the Western European Armament Group and the European Defence Agency. He subsequently joined the European Defence Agency in Brussels in 2008, managing research activities in energetics, munitions and explosive device detection. As part of a team of two, he developed the first European forensics capability that was deployed under French lead in Afghanistan in 2011. Moreover, he established the first European PhD Prize for Defence, Security and Strategy and managed Military Green – the holistic approach to boosting operational autonomy and endurance by increasing energy efficiency and reducing fossil-fuel dependencies while reducing the hazardous impact on the environment. Returning to Stockholm in 2013, he joined the Ministry of Defence at the Government Offices. He managed bilateral armaments and research collaboration with the Germany, Poland and Singapore. He led the cooperation campaigns on submarine technologies between 2015 and 2017. In the same period he acted as Sherpa of Mr Carl Bildt, former Swedish Prime Minister and Foreign Minister, who at the time was advising the European Commission on setting up a European Defence Research Programme.
