Director of Strategy, Plans and Programs, US Army Europe and Africa
Mr. Marcus entered civilian service in 2017 following an Army career as an Armor and Strategic Plans officer. He entered the Senior Executive Service in 2019.
As an Armor officer, Mr. Marcus served in tank battalions in Germany, the United States and Southwest Asia as a commander and staff officer.
Other Armor assignments included duty as an Observer/Controller at the U.S. Army’s National Training Center and as Senior Staff Officer for Operations for the Sinai-based Multinational Force and Observers.
After selection as a Strategic Plans Officer he served in a series of strategy and plans positions including Chief, Contingency Plans for the Army’s V Corps; Chief J5 Plans for Combined/Joint Task Force 7 (Iraq); Chief, Plans Division, US Army Europe; Chief, Plans Division, Combined/Joint Task Force 76 (Afghanistan); Deputy Director for Strategy, Plans and Assessments, US Army Africa; Director J5 Combined/Joint Task Force Odyssey Dawn (Libya) and Director, Strategy, Plans, Policy and Assessments for US Army Africa / Southern European Task Force (SETAF).
Other key staff positions have included assignments as an Executive Coordination Officer, Office of the Chief of Staff Supreme Headquarters Allied Powers Europe (SHAPE); Director, ISAF Operations Team (SHAPE) and Chief of Staff for the U.S. Military Delegation to NATO in Brussels, Belgium. Mr. Marcus holds a Masters of Studies (Historical Studies) from the University of Oxford and is a graduate of the U.S. Army’s School of Advanced Military Studies, War College and the NATO Defense College.
His awards include campaign medals for Operations Desert Storm, Iraqi Freedom and Enduring Freedom as well as the NATO Meritorious Service Medal.
