Commander of the Space & Cyber Command, Peruvian Air Force / MoD
He was born in the Constitutional Province of Callao, on August 5, 1970, studied at the Colegio Nuestra Señora del Pilar in Arequipa, upon completing his studies he entered the Peruvian Air Force in March 1987, graduating from the Officers’ School as a Second Lieutenant with the specialty of Pilot, in December 1991, obtaining the “Golden Wing” of his promotion “MAY. FAP (F) ARMANDO MATEO ANTEZANA OTOYA”.
He is a qualified Fighter Pilot in Command and Combat Weapons, holds a Bachelor’s and Licentiate degree in Aerospace Administration from the Peruvian Air Force Academy (EOFAP), a Master’s degree in National Defense and Development from the Peruvian University of Applied Sciences (UAP), a Master’s degree in Business Administration from the National Agrarian University La Molina (UNALM), a Diploma in Command and General Staff from the Western Hemisphere Institute for Security Cooperation in Columbus, Georgia, and a Diploma in Public Management from the Catholic University of San Pablo, graduating first in his class. He also completed a certification in Business Development and Consulting at ESAN. Furthermore, he completed a specialization program in Public Management at the University of the Pacific, also graduating first in his class, and holds a doctorate in Public Policy and State Management from the Center for Higher National Studies Graduate School (CAEN-EPG).
He has the following decorations: Gold Wing for intellectual effort, 1st place Fighter Pilot, Captain Quiñones Order “GRAND OFFICER” for distinguished action in the Alto Cenepa confrontation, as Defender of the Homeland for participating in said conflict, he has the Captain Quiñones Order “GRAND OFFICER” for exceptional and meritorious services for the benefit of the FAP, the Peruvian Cross of Aeronautical Merit in the Grade of “Knight” for 20 years of Service, the United Nations Medal in recognition of his services rendered as a military member in the United Nations Mission in SUDAN, The Public Ministry Award – Attorney General’s Office, for his services as Aide-de-Camp to the Attorney General, the MAG.FAP Armando Revoredo Iglesias Medal of Merit, in the grade of “Knight” to the personnel of the CEVRAE Air Component for distinguished action for Military Operations in the VRAEM-Honorary, for participation in Operations “SCORPION” and “VIZCATANI”, the Peruvian Aeronautical Merit Cross in the Grade of “Officer” for 25 years of Service, the Peruvian Aeronautical Merit Cross “COMMANDER” for 30 years of service, the MAG.FAP Armando Revoredo Iglesias Medal of Merit, in the grade of “Grand Officer” for the reason of “Meritorious Services rendered”, the Decoration awarded by the Spanish Air Force and Space “Honorary Aviator” for having obtained 1st place as a Military Pilot of his promotion.
During his career as a Fighter Pilot, he has piloted the following aircraft: CESSNA T-41, T-27 TUCANO, CESSNA A-37B, SUKHOI-22, SUKHOI-25 and MIRAGE-2000. Currently, he serves as Space and Cyberspace Commander. In 2024 and 2025, he served as Secretary General of the General Command of the FAP (Peruvian Air Force), in 2022 and 2023 as Director of Strategic Planning of the EMGRA (General Staff of the Peruvian Air Force), in 2020 and 2021 as Commander General of Air Wing No. 3, in 2019 as Commander of Air Group No. 4, in 2017 and 2018 as 2nd Commander and Chief of Staff of Air Wing No. 1, and in 2015 and 2016 as Deputy Air Attaché to the Embassy of Peru in the United States of America, in 2013 and 2014 as Head of the Academic Training Department of the EOFAP, as well as being Commander of Air Squadrons 712, 512, 514 and 112 in Air Groups No. 7 in Piura, No. 51 in Pisco and No. 11 in Talara, respectively.
