Canada has become the first Observer Nation of the Global Combat Air Programme (GCAP), the trilateral fighter jet initiative led by the UK, Italy and Japan. The announcement marks a significant expansion of one of the world’s most ambitious defence and industrial partnerships.
GCAP is developing a sixth-generation combat aircraft designed to operate alongside existing platforms such as the F-35. The programme will draw on advanced autonomy, AI, uncrewed systems and next-generation sensors to maintain air superiority against evolving threats.
Canada’s new status grants privileged access to capability development, industrial collaboration and long-term delivery plans, though it stops short of a decision-making role. Officials say the move opens the door to future discussions on Canada’s fuller participation in the programme.
Defence Secretary Wes Streeting confirmed the announcement on his first day in post, hosting his Japanese, Italian and Canadian counterparts at Wellington Barracks in London. Prime Minister Andy Burnham commented that the government would honour its defence commitments while deepening cooperation with allies, adding that GCAP already supports 4,500 UK jobs.
The programme underpins the UK’s future combat air system and involves over 600 companies across the supply chain, driving apprenticeships and growth in advanced manufacturing. The government has committed £8.6 billion to GCAP over four years as part of its Defence Investment Plan.
Earlier this month, the UK, Italy and Japan signed a £4.6 billion contract with industry joint venture Edgewing to progress the aircraft’s design phase. Canada’s involvement builds on decades of Five Eyes and NATO cooperation, and reinforces GCAP’s ambition to remain an open, scalable partnership as per a recent press statement.
