Austria Signs Security Pact with OCCAR, Deepening European Defence Ties

Austria has formalised its relationship with one of Europe’s leading defence procurement bodies, signing a General Security Agreement (GSA) with the Organisation for Joint Armament Cooperation Executive Administration (OCCAR-EA).

Agreement Signed in Bonn

The signing took place at OCCAR’s headquarters in Bonn, Germany. OCCAR-EA Director Joachim Sucker and Austrian Ambassador Dr. Alexander Marschik signed on behalf of their respective organisations, according to OCCAR.

The agreement concludes negotiations that began in February 2024 between OCCAR-EA and Austria’s National Security Authority. Both parties described the talks as conducted in a spirit of transparency and mutual trust.

Existing Programme Participation

Austria already holds a presence in two OCCAR-managed programmes through its industrial contractors. The first, HYDIS, focuses on developing concepts to counter emerging hypersonic threats, an area of growing strategic concern across European defence circles. The second, MALE RPAS, aims to deliver a sovereign European medium-altitude, long-endurance drone capability for intelligence, surveillance, reconnaissance and target acquisition missions.

A Framework for Classified Cooperation

The GSA establishes a legal and procedural framework for the secure exchange of classified information between OCCAR, Austrian authorities and relevant contractors. Officials from both sides called the agreement a significant milestone, positioning Austria as a proactive partner in multinational armament cooperation.

Door Opens to Future Collaboration

The deal also creates favourable conditions for deeper collaboration on future defence programmes and joint strategic initiatives, a notable development for Austria, a constitutionally neutral state that has increasingly engaged with European defence structures in recent years.
