Ukraine’s Ministry of Defence has partnered with analytics firm YouControl to screen potential defence suppliers, aiming to speed up risk detection and boost procurement transparency, as per a recent press statement. Deputy Defence Minister Mstyslav Banik and YouControl Deputy Legal Director Danylo Hloba signed the cooperation memorandum.
The system will let ministry registrars verify supplier data from a single electronic account rather than searching multiple state registers by hand. Officials expect this to cut verification time significantly while helping catch red flags earlier.
Banik commented: “Any risk that goes unnoticed can turn into delayed deliveries, or into poor-quality weapons and supplies for our soldiers.” He added that faster screening makes Ukrainian defence procurement “more transparent and more effective.”
Using YouControl, the ministry will check suppliers for sanctions listings, beneficial ownership, Russian corporate ties, outstanding debts, criminal proceedings and security risks. The cooperation also introduces Trust Index, a tool that builds rapid preliminary risk profiles on counterparties ahead of fuller due diligence.
Hloba commented: “Every risk identified at the supplier screening stage is time and resources potentially saved.” He added his confidence that modern analytical tools can make defence procurement more secure.
Crucially, YouControl’s data will remain advisory. Registrars must still verify any flagged risks directly against official registers before making decisions. YouControl will also train ministry specialists in counterparty verification, open-data analysis and modern risk-detection methods.
The partnership comes as Kyiv works to tighten oversight of defence spending amid sustained wartime procurement pressures, with officials framing the tool as a safeguard for supply continuity to frontline forces.
